
The Borough of Mount Penn is proposing a conveyance–leaseback model to strengthen long-term financial stability, improve service coordination, and protect critical infrastructure. This approach allows the Borough and Authority to work together under a unified operational structure while maintaining public ownership and oversight.

Under this approach, Water Authority employees keep their jobs and transition to the Borough with little change in day-to-day work, ensuring uninterrupted service for residents. They move into the Borough’s pay and benefits system while retaining full legal protections under Pennsylvania law. Over time, this transition helps build a more dynamic and flexible public works department—one that encourages teamwork, cross-training, and better use of staff to deliver efficient, reliable services for the community.
